To Download JSON file without HSN summary, please follow the below mentioned steps:
Step 1: Go to Reports section.
Step 2: Click on GSTR-1 report under Taxes, and click on 
Download JSON.
Step 3: Select the Date range >> If Add HSN Summary in GSTR-1 JSON is enabled, you can disable it and then click on Download.
