How to add cess to product in percentage on web?

To add cess to product in percentage on web, please follow the steps mentioned below:

Step 1: Go to the Product & Services and select the product which you want to add Cess in percentage and click on Edit.

Step 2: Scroll down to More Details, add Cess % (percentage) and click on Update Item.

I am unable to add cess on my products while creating the invoice
