If the HSN Code which you have mentioned for the Service is of product HSN Code you will encounter the error. HSN Code for service always starts with 99.
If you continue downloading the file and upload the file in GST Portal, it will get not uploaded in the GST Portal.
Therefore, before downloading the file kindly make changes to HSN Code for the items.
To make changes, please check the below shared steps:
Step 1 : Go to Products & Service section.
Step 2 : Enter the Item name in search box.
Step 3 : Click on Edit.
Step 4 : Make changes to the HSN Code >> Click on Update Item.

After making changes, refresh the page and proceed with downloading the Report.
