Please follow the steps mentioned below to enable permissions to user for bulk downloads:
Step 1: Go to settings
Step 2: All users/roles >> Roles and permissions >> Click on edit for the role which you want to edit
Step 3: Permissions >> Documents >> Enable document bulk actions >> Update role
